​PD25111 Guidelines on the human aspect of business continuity

PD25111 Business Continuity Management We will explain how the "Guide to Human Aspects for Business Continuity Management" can be used by Japanese organizations.

This document is a guidance issued by the British Standards Association in 2010, and the Japanese version can be purchased from the BSI Japan website. See there for details.

The purpose of this document is to minimize the trauma of catastrophic events and increase people's productivity and resilience in order to reach their business continuity goals. I have the impression that you are aware of terrorism, not the natural disasters that are expected in Japan.

HIA (Human Impact Analysis) is stated to be necessary to complement BIA (Business Impact Analysis). However, if the HIA conducted when formulating the New Influenza BCP is a "human function impact analysis" that captures people in terms of functions such as skills and roles, the HIA here is in terms of human psychology. It is a "psychological effect analysis" that we paid attention to.

There is also the problem that the number of mental leave of local government employees is increasing due to prolonged restoration work, and mental care of BCP personnel is important in order to improve the feasibility of BCP.

BCP

This book describes human care considerations for each of the three disaster phases, the initial phase (immediately after the disaster) , the business continuity phase , and the post-recovery phase .

The target person is

IMT (* 1) important staff, non-important staff (* 2), contract employees, visitors, general employees, customers, families, media, etc. The "local residents" considered in Japan are not specified, but it seems that it was formulated assuming terrorism rather than a natural disaster.

Initial phase (immediately after the disaster)

PFA (Psychological First Aid: Psychological First Aid)

PFA is included in mental care immediately after a disaster.

The Japanese version of PFA can be downloaded from the Hyogo Prefecture Kokoro Care Center website.

Two types of evacuation

One is to move to a safer place outside the building, and the other is to move to a safer place inside the building. The evacuation destinations differ depending on whether it is dangerous to be inside the building or to go outside, and the two are clearly distinguished.

It is useful not only for terrorism but also for typhoons and tornado cases.

Risk communication

Safety confirmation and provision of safety information also overlap with risk communication that has already been considered.

The Personnel Department and General Affairs Department will be helpful in responding to telephone inquiries and specific responses in the event of injury or death.

Business continuity phase

Explains how to deal with stress when BCP is activated.

When BCP is activated, there is stress in an unfamiliar environment, such as working in a different place than in normal times, working in a different job or in a different group. It details the points that should be taken care of, including the personal circumstances of the staff.

・ Continue business at home

・ Business continuity at alternative work locations

・ Compensation for payment of additional transportation expenses, etc.

・ Points to consider regarding pre-training, etc. are described.

For example, when moving to an alternative work location

Secure parking space, serve drinks and meals upon arrival, provide a secure place to store personal belongings of migrants, etc. You can feel the premise that you have moved from an area blocked by terrorism. It will be helpful in the event of an earthquake or when you move to a nearby facility that is not damaged and continue your business.

Staff support after recovery

Even after returning to normal work, the recovery of the staff's mind is different. There is a part where the individual is responsible (self-help) and a part where the company is responsible. Since the part of the heart is difficult for others to understand, it is also necessary for the person to notice and deal with the disorder.

In general, the materials introduce what kind of people are likely to have weaknesses and what kind of symptoms they have, so it will be helpful for managers who have subordinates.

Although not yet familiar in Japan, it describes efforts to restore previous business performance, such as providing mental care for employees and using external agents that provide EAP (Employee Assistance Program).

  

BCP is formulated assuming the worst. Of course, it is necessary to make a compromise with the cost, but there are many points that can be practiced in normal times regarding mental health care, and it is possible for everyone to learn and deepen their understanding.
